Personal Data Processing Policy

This is a courtesy translation of the Russian-language policy, provided for the convenience of English-speaking visitors. The Russian version is the legally binding text; in case of any discrepancy, the Russian version prevails.

1. General provisions

This Policy sets out the procedure for processing and protecting the personal data of visitors to the rafinance.ru website (the “Website”) and has been drawn up in accordance with Federal Law No. 152-FZ of 27 July 2006 “On Personal Data” of the Russian Federation.

The Operator is entered in the register of personal data operators maintained by Roskomnadzor under registration number 77-26-571489 (Roskomnadzor Order No. 548 of 18 September 2026).

There are no data collection forms on the Website. The Operator does not collect any information that a visitor enters about themselves. This Policy applies to data transmitted automatically when the Website is used.

2. What data is processed

Only data transmitted automatically when the Website is used:

IP address;
cookies and visitor identifier;
device, browser and operating system information;
pages viewed and referral sources.

The Operator does not process special categories of personal data or biometric personal data.

3. Purpose of processing

Analysis of Website traffic and visitor behaviour in order to improve the Website and assess how useful its materials are. The Operator currently pursues no other purpose.

4. Legal basis

Processing is carried out on the basis of the data subject’s consent (Article 6(1)(1) of Federal Law No. 152-FZ). Consent is given by an affirmative act: clicking “Accept” in the cookie banner. Until consent is given, no analytics cookies are set and the web analytics code is not loaded.

5. Procedure and periods of processing

Processing begins when consent is obtained and continues until the purposes are achieved, until consent is withdrawn, or until web analytics services are no longer used on the Website, whichever occurs first. Processing is automated and involves transmission of data over the Internet.

Operations performed: collection, recording, systematisation, accumulation, storage, use, transfer (granting of access), depersonalisation, blocking, deletion and destruction.

6. Transfer to third parties and location of the database

Web analytics data is processed on behalf of the Operator by YANDEX LLC (OGRN 1027700229193, INN 7736207543, 16 Lva Tolstogo St., Moscow 119021, Russia) using the Yandex Metrica service.

Databases containing personal data of citizens of the Russian Federation are located within the Russian Federation. No cross-border transfer of personal data is carried out. Data is not transferred to any other parties, except in cases expressly provided for by Russian law.

7. Information on the security measures applied

In accordance with Article 18.1(2) of Federal Law No. 152-FZ, the Operator reports the following measures:

this document, defining the Operator’s personal data processing policy, has been issued and published;
access to the Website control panel and to the web analytics account is protected by a password and two-factor authentication;
the Website runs over HTTPS;
standard anti-virus protection is used on the Operator’s working device;
the Operator carries out internal monitoring of compliance with personal data legislation.

8. Rights of the data subject

A visitor is entitled to obtain information about the processing of their personal data, to request its correction, blocking or destruction, to withdraw consent, and to appeal the Operator’s actions to Roskomnadzor or in court.

9. Withdrawal of consent and contacts

Consent may be withdrawn by clicking “Decline” in the cookie banner or by clearing the Website’s data in the browser settings. For any enquiries regarding personal data processing: work@rafinance.ru. Enquiries are handled within the periods established by law.

10. Use of cookies

The Website uses strictly necessary cookies required for it to function, and analytics cookies. Analytics cookies are set only after “Accept” is clicked in the banner. Clicking “Decline” means refusal: the web analytics code is not loaded. Cookie settings can be changed in the browser.

11. Changes to the Policy

The Operator may amend this Policy. The current version is always published on this page. If the scope of data processed or the purposes of processing are extended, the Policy is supplemented and the relevant information is submitted to Roskomnadzor under Article 22(7) of Federal Law No. 152-FZ.
